Her earliest memory was being among the bloody remnants of her recently murdered family. She was rescued by Heidern in the jungles of Brazil, who then inducted her into his unit of elite soldiers. The blood of Orochi runs through her veins.
Rumor has it (largely based on conjecture from KoF Zillion comics) that her father Gaidel was one of the 8 Hakkeshu / Heavenly Kings / Pure Blood Orochis. When Goenitz began his quest to release Orochi, he came to Gaidel for help and was turned down. Goenitz left, but wether by merely his arrival or some specific action he set off the child Leona's Blood Riot, and subsequently the slaughter of their village. On a personal note, I find it hard to believe that Gaidel wouldn't've been able to stop Leona from killing everyone if he really was a pure blood, but there's always the unwillingness of hurting your own daughter, and who knows, Goenitz may have roughed him up for refusing to help him.
